Background
The following information presents the data submitted by utilities on Part I of the ICR, the listing of coal-fired units believed to meet the section 112(a)(8) definition of "electric utility steam generating unit," the procedure used to select units for the speciated mercury emissions testing, the list of plants selected, and the data files of plants sorted by matrix category (see the "Final Supporting Statement" above for a discussion of the matrix categories).

Coal Analysis Results
The coal information presented below contains the mercury, chlorine, Btu, ash, sulfur, and moisture content data, as well as the fuel use data, submitted by utilities on Part II of the ICR. Each "zip" file contains 3 documents: (1) a large text file containing all quarterly data received; (2) a small text file showing which units are not included in the larger text file, along with the reason for not being included; and (3) a small text file containing field descriptions for the field headers in the larger text file.
These files are best viewed in spreadsheet or database format, rather than word processing, notepad, etc. When importing these files into spreadsheet or database programs, please use tab delimited with a double quote text modifier.

Preliminary Data Analysis
The "control device analysis" file contains analyses conducted on the data to determine the performance of the tested emission control devices on the various forms of mercury. The "nationwide mercury emission estimate" file contains a down-loadable, executable file used to estimate nationwide mercury emissions from the industry in 1999. This file may be sorted by the user by plant, State, etc. Extracted tables are also provided for plant-by-plant and State mercury emission estimates. The posted files dated June 2001 reflect revisions made to earlier versions based on additional QA/QC of the emissions test reports and the data extracted from them.

Case-by-Case Tool
The EPA has developed a tool that Title V permitting authorities may find useful in evaluating applications for case-by-case MACT determinations which are submitted by affected facilities within their jurisdictions. The tool will allow permitting authorities and others to evaluate the impact on mercury emissions if certain parameters including type of coal, boiler, or pollution control device are changed. The basis for the tool is the information gathered from the industry during calendar year 1999 on their plants, the coal they burned, and their mercury emissions. The tool has been provided to assist permitting authorities in making the required case-by-case determinations, but no permitting authority is required to utilize it for that purpose. The tool does not include or represent any EPA determination of presumptive MACT, nor does it reflect any decision(s) by the Agency on MACT floors, subcategorization, or other aspects of the MACT standard.
