Can you represent the non-Federal organization that you came from back to the Government? In general, the answer is: NO

Under 18 U.S.C. 203 and 18 U.S.C. 205 (both criminal statutes), Government employees may not represent another organization back to the Government on a particular matter. This applies to matters of general applicability (e.g., rulemakings) as well as to matters that involve specific parties (e.g., contracts, grants or assistance agreements).

When you are on an IPA assignment, you are covered by the standards of ethical conduct, the same as any other Federal employee. As we stated earlier, when you are on an IPA assignment you ARE a federal employee for the purpose of federal ethics laws and regulations.

There are some limited exceptions, such as representing a family member. Contact your EPA ethics officials for more information.
