EPA Supplemental Regulations

As mentioned earlier in this course, you are also still covered by EPA's supplemental standards of ethical conduct regulations. (5 C.F.R. 6401.103. Here's a link) The two major parts to these standards are:

• Prohibited financial interests for employees of certain parts of EPA (e.g., Office of Pesticide Programs, members of the Interagency Testing committee)
• Process for prior approval for outside employment

You'll still need to get approval if you want to engage in outside employment (not your IPA assignment) that involves:

• Consulting services
• The practice of a profession as defined in (5 C.F.R. 2635.305(b)(1))
• Holding State or local public office
• Subject matter that deals in significant part with the policies, programs or operations of EPA or any matter to which you are assigned or to which you have been assigned during the previous one year period
• The provision of services to or for:
  • An EPA contractor or subcontractor
  • The holder of an EPA assistance agreement or subagreement
  • A firm regulated by the EPA office or region in which you serve
