Employees On IPA Assignments To EPA

Let's start with the bottom line: Even though you are on an IPA assignment from a non-federal entity, YOU ARE NOW A FEDERAL EMPLOYEE.

This means that you are covered by the ethics rules and regulations that apply to other federal employees. You are also covered by EPA's supplemental regulations (more on that later).
