BP-Husky Toledo Refinery

  1. Name of the facility:

    BP-Husky Toledo Refinery

  1. Location:

    4001 Cedar Point Rd,
    Oregon, Ohio  43616
    Lucas County

  1. Distance from the US/Canada border:

    Approximately 40 km

  1. Type/size of the facility:

    160,000 barrel-per-day facility

  1. Source of emissions:

B037 (225 mmBtu/hr (HHV) refinery process heater fired with any combination of refinery fuel gas, natural gas and/or LP gas (Crude 1 A Furnace))
This is a new emissions unit.

B038 (225 mmBtu/hr (HHV) refinery process heater fired with any combination of refinery fuel gas, natural gas and/or LP gas (Crude 1 B Furnace))
This is a new emissions unit.

B039 (150 mmBtu/hr (HHV)refinery process heater fired with any combination of refinery fuel gas, natural gas and/or LP gas (Vacuum 1 Furnace))
This is a new emissions unit.

P011 (Distillation tower and vacuum distillation tower identified as Crude 1 and Vacuum 1 (also known as Crude Vac 1). Vapors extracted from Crude Vac 1 are ducted via the Crude 1 Overhead System to the refinery fuel gas system. All fugitive emissions from Crude Vac 1 are included with this emissions unit)
This emissions unit is being modified by adding additional piping components resulting in additional fugitive VOC emissions and the Vacuum Tower is being replaced.

P025 Refinery WWT System: Process oily water system and storm water system (including drains, manholes, junction boxes, lift stations, laterals, and trunklines) within the refinery and refinery wastewater treatment system (excluding P013&P014) with the following treatment and control systems: carbon canisters and benzene stripper vented to the West Flare

    P028 "A" Train Diesel Hydrotreater
This emissions unit is being modified by adding additional piping components.

P036 (Coker 3/ delayed petroleum coker)
This emissions unit is being modified by adding additional piping components resulting in additional fugitive VOC emissions, and the coke drum cycle time is being reduced which will allow for increased coke production.

    P038 (TRP Amine Treater)
This emissions unit is being modified by installing a new amine stripper to the existing TRP Amine treater to improve fuel gas treatment.

  1. Type of fuel:

All refinery process heaters fired with any combination of refinery fuel gas, natural gas and/or LP gas.

  1. Type/quantity of mass emission rates:
    PollutantTons/yr
    CO 168.38
    NOx 117.82
    PM10 22.51
    PM2.5 22.51
    SO2 296.41

  1. Emission control technology

    Process heaters:
    - NOx: Ultra low NOx burners
    - SO2: NSPS Clean Fuel Gas Standards (Achieving 60 ppm H2S on an annual average, 162 ppm H2S 3-hour average through utilizing MDEA (methyl diethanolamine) scrubbers to remove H2S from refinery fuel gas prior to combustion in the process heaters.)
    - CO: Good combustion practices
    - VOC: Good combustion practices
    - PM/PM10/PM2.5: Good combustion practices

    Coker 3 Process Unit:
    - VOC: Depressurization to 2 psig before venting to atmosphere
