Plastic Parts And Products (Surface Coating) - National Emission Standards for Hazardous Air Pollutants (NESHAP) for Area Sources
Background
These standards are being developed under the Clean Air Act, section 112(k). Under section 112(k), EPA developed a national strategy to address air toxic pollution from "area" sources. Area sources are defined as sources that emit hazardous air pollutants (HAP) below the major source level of 10 tons/year of a single HAP or 25 tons/year of all HAP. As part of that strategy, several area source categories were listed for regulation. Plastic parts and products was listed as one of those categories, and these standards will establish requirements to control pollution from facilities engaged in the surface coating of plastic parts and products. The primary SIC for this source category is 3089 and 3479. Plastic parts and products surface coating facilities are known to emit cadmium, chromium, lead, manganese, and nickel compounds. In 2004, EPA promulgated national emission standards for hazardous air pollutants (NESHAP) for major sources engaged in the surface coating of plastic parts and products.

Section 114 survey sent to potentially affected sources of Plastic Parts and Products (Surface Coating) NESHAP and Miscellaneous Metal Parts and Products (Surface Coating) NESHAP for major sources. These surveys were used for data gathering purposes for development of the NESHAP and have been placed on this website for information purposes and not for solicitation.

NESHAP Dataset for Development of Proposed Standards
This section will include the dataset EPA is considering for use in the proposed standards to be published in the Federal Register. We plan to close the data gathering and refinement phase of this rulemaking on November 01, 2005 to begin developing the proposed standards and submit a draft proposal package to the various offices for review and comment. Please see Anticipated Schedule section for moreinformation on the phases of review.
