The Naval Industrial Reserve Ordnance Plant (NIROP) site is an 83-acre site located about 700 feet east of the Mississippi River in Fridley, Minnesota. The U.S. Navy and its contractors have produced advanced weapons systems at the facility since 1940. In 1981, trichloroethylene (TCE) was discovered in on-site groundwater wells and in the city of Minneapolis's drinking water treatment plant intake pipe, which is now located in the Mississippi River about 4,900 feet downstream from the site. There were no existing federal drinking water standards for TCE in 1981, but the wells on the NIROP site were shut down in April 1981 as a precautionary measure.
The Navy, USEPA, and MPCA began environmental investigations at NIROP in 1983 and work continues today. The environmental cleanup program at NIROP identified volatile organic compound (VOC) contamination in both soil and groundwater. Soil investigations were conducted by the Navy on the land outside the NIROP building in 1983, 1992, and 1996, resulting in the removal and off-site disposal of 2,200 cubic yards of soil and 97 drums and 12 small containers of waste that were found buried on the site.

EPA is proposing to delist a part of the Navel Industrial Reserve Ordnance Plant (NIROP) from the Superfund site in a process called a “partial deletion.” If approved, the area known as Operable Unit 2, or OU2 will no longer be on the National Priorities List or NPL. The Superfund law allows for deletion of cleaned up sections even if the site as a whole cannot be delisted from the NPL at this time. The OU2 area includes soil within the legal boundaries of the NIROP Superfund site, excluding soil underlying the former plating shop area.
The following areas will remain on the NPL and are not being considered for deletion as part of this action: OU1 and OU3. OU1 includes the contaminated groundwater within and originating from the NIROP site. OU3 includes soil underlying the form plating shop area.
This partial deletion does not stop future actions, in the event of changes in the site conditions. It does not create, change or cancel any individual’s rights or responsibilities. It also does not change EPA’s right to take enforcement actions when appropriate.
EPA will carefully review and consider information provided by the public during the 30-day comment period which runs from June 30, 2014, thru July 30, 2014. If no serious adverse comments are received, the EPA Region 5 Administrator will then submit a “Final Notice of Deletion” for publication in the Federal Register to make the delisting official.
EPA reviewed the fourth five-year review (223pp, 1MB) for the Naval Industrial Reserve Ordinance Plant (NIROP) and partially concurred with the Navy’s determinations for the site. Three operable units (OUs), a term for separate activities at a Superfund site, are identified at NIROP Fridley. Groundwater is identified as OU1; the land outside of the main NIROP manufacturing building is identified as OU2; and the land under the main NIROP building is identified as OU3.
EPA concurs with the Navy’s “short-term protective" determination for OU1 and sitewide. EPA also concurs with a “protective” determination for OU2 and OU3. EPA does not concur with the narrative protectiveness statements for OU1 and sitewide as they do not specify the actions necessary for the cleanup to protect in the long term.
Based on the review EPA recommends the following be carried forward as issues and recommended actions:
- Continue monitoring to make sure that extraction wells are capturing and containing the groundwater contaminant plume and that the cleanup is effective in the long-term.
- That vapor intrusion is evaluated further to determine if future protectiveness is affected.
- That land use controls and other institutional controls are in-place and effective to maintain long-term protectiveness.
