Waste Site Cleanup & Reuse in New England
Smith Sawmill Site
The NH Department of Environmental Services asked for EPA’s help in February 2011 to do a cleanup at a private property in Sunapee, NH, where they found drums of hazardous waste abandoned on the site. The DES also found capacitors and soil containing PCBs, a pile of soil containing spent shot and lead. The site is on the bank of the Sugar River in a rural mixed use area of residential commercial and light industrial area approximately about a mile southwest of the town center. About 218 people live within a half mile of the site and inspectors worried contamination could reach drinking water supplies or sensitive ecosystem.
An April 23, 2011, EPA’s investigation confirmed the presence of hazardous substances and the need for a cleanup. One drum was found to contain high levels of volatile organic compounds and another contained a fluid with a pH of 14. At the time of EPA’s investigation, the capacitor had been removed from the property. But soil samples showed high PCB concentrations. Soil samples from the lead shot pile had high lead concentrations. A small amount of material with asbestos was also found lying on the ground.
In December 2011, EPA and it’s contractors removed drums and containers from the property for disposal. They took away 1,885 gallons of solvent and corrosive liquids and 525 pounds of wastes. In May 2012, they returned to the site to remove the PCB-contaminated soil and the lead shot pile. Later sampling confirmed the contamination had been removed. All work was completed by May 24, 2012.
