Waste Site Cleanup & Reuse in New England
The Lonsdale Bleachery site is the location of a former textile mill and abuts the Blackstone River in Lincoln, RI. On July 30, 2004, the RI Department of Environmental Management responded to a report of an oil sheen on the Blackstone River and identified the Lonsdale Bleachery as to source of the oil. At the request of DEM, EPA mobilized to the site to support the response.
The former mill complex has been subdivided into 29 separate parcels, and currently houses several industrial, commercial and retail businesses. Investigation of the complex identified the source of the oil to be underground storage tanks and subsurface free floating oil on two of these properties. One of them (Parcel 96) was vacant, while the other is operated by FDS Industries.
In October 2006, EPA mobilized a contractor to conduct oil removal operations on Parcel 96. Response activities focused on removing the source of the oil discharge to the Blackstone River. Oil was pumped out of subsurface oil storage bunkers. Over time, oil had leaked out from these bunkers and created a free floating pool of oil on top of the groundwater as well as a large area of oil saturated soil. By the spring of 2007, the oil source removal had been completed and the excavated area was backfilled.
From June through November 2008, FDS Industries took action to remove the source of the oil discharge on their property. FDS excavated oil saturated soil and removed free floating oil from on top of the groundwater using pumps and skimmers.
Despite the removal of oil sources, oil continued periodically to seep into the river from the site. This seepage coincides with periods of low water levels in the river. EPA and DEM are continuing to contain and collect the oil, using booms and sorbents as needed.
