Jard Company Site

Removal action at Jard Company Site, Bennington, Vt.

The 36.16-acre Jard Company site on 126 Bowen Road in Bennington, Vt., extends from Bowen Road in the front to the Roaring Branch of the Walloomsac River. At one time the property included a120,000-square-foot vacant building.

High levels of PCBs were found in the soil outside and under the building, in the concrete slab of portions of the building, and on the steels walls of the building. Asbestos was found in floor tiles in the building. The Vermont Department of Environmental Conservation also found elevated levels of VOCs, zinc and the chemical, DEHP.

EPA did a site walk on Aug. 17, 2006. In September, EPA cleared trees and shrubs; installed 700 feet of temporary security fence and two sets of gates to secure the area; removed tiles and insulation containing asbestos, as well as ballast, bulbs, mercury switches and transformers.

In October, contractors removed three sets of power lines and wires leading from a set of four transformers and another set of three transformers still attached to electric panels. In November, erosion and sediment control measures were set up around the site and six pole-mounted transformers were removed. By early December, the facility and the drum storage shed were demolished. By mid December demolition debris had been segregated and removed.

In January 2007, contractors set up an onsite laboratory to screen PCB-contaminated soil and collect air samples. In mid February, contractors finished collecting soil samples and left the site. A total of about 6,000 tons of contaminated concrete and soil was removed in January and February.

In June, nine inches of protective layer fill were installed on an earthen cap. Orange mesh was staked down over the first nine inches fill and in July, another nine inches of protective layer fill was placed over the mesh. About total of 7,000 tons of fill were used. Six inches of topsoil was placed on the cap and hydro-seeded. By July 27, all equipment and crews were all gone and by Aug. 1, the final site walk was done.
