Waste Site Cleanup & Reuse in New England

85 Industrial Park

85 Industrial Park Rd, Dover, NH

In January 1984, about 510 gallons of methyl isobutyl ketone (MIBK) was released at this 25-acre site, which operated as Davidson Rubber from the late 1950s until 2001. Five years after the release, the owner learned that local groundwater contained MIBK and other volatile organic compounds (VOCs), including tetrachloroethylene PCE). No known releases of VOC's were identified but VOC's were part of the manufacturing process of the Davidson Rubber, one of the largest producers of padded dashboards for the auto industry.

In August 2002, under the direction of the state Department of Environmental Services, the owner excavated about 2,000 tons of soil contaminated with VOC's from the area near the 1984 spill. The excavated soil was stockpiled and then treated through soil vapor extraction until 2004. In August 2004, the pile still contained levels of PCE above state standards. NHDES required the owner to stop the vapor treatment and dispose of the contaminated soil. Soil samples collected in 2004, 2008, and 2009 indicated PCE concentrations ranging from 1,460 to 204,000 micrograms per Kilogram. Toluene and trichloroethylene (TCE) were also detected but did not exceed state standards.

In March 2011, NHDES asked for EPA assistance in getting the owner to dispose of the VOC-contaminated soil pile. Runoff from the soil pile has the potential to contaminate an adjacent stream. Groundwater samples also indicated contamination exceeding the state standards for PCE. An EPA investigation showed that the soil contamination was limited to the soil pile. EPA decided that the 2000 tons of soil should be removed and DES continued to oversee the groundwater investigations. In Sept. 2011, EPA ordered the potentially responsible party, the owner, to clean the site under EPA oversight. A contractor removed and disposed of the soil and the project was completed. In all, 2,360 tons of soil contaminated with VOCS was removed.
