An EPA Administrative Order on Consent was signed by CCL Industries in February 2014. Under the Consent Order, EPA and CCL will continue to determine the nature and extent of the TCE groundwater plume under the Facility. The groundwater pump and treat system, which had been operating for over a year, was shut down for 90 days for evaluation of groundwater and sub-slab vapors under the building. In CCL's Report of March 2015, the pump and treat was shown to have little or no impact on controlling the groundwater plume. CCL will submit a workplan in October to address the need for a better understanding of groundwater movement on site as well feasibility of a vacuum extraction system under the building.
The INTRAPAC facility manufactures aluminum and tin tubes and inhaler cans for the pharmaceutical, health care, personal care, household and industrial markets. Manufacturing at the facility began in 1959.
CCL Industries signed an Administrative Order of Consent with EPA on February 27, 2014. CCL Industries owns the property, but does not operate any manufacturing at the Facility. The property is subleased to other manufactures.
Volatile organic compounds (VOCs) are the primary contaminants of concern. Those found include: trichloroethylene (TCE) and its breakdown products.
