The United States Environmental Protection Agency (EPA) has prepared a Statement of Basis (SB) to solicit public comment on its proposed remedy. EPA’s proposed remedy consists of continued groundwater monitoring for trichloroethylene until EPA’s drinking water standard is attained and the excavation and disposal of contaminated soil at the Willow Street parking lot. The proposed remedy also consists of institutional controls that restrict groundwater and land use. Excavation work is scheduled to commence in 2016 and groundwater monitoring will continue for eight quarters. If stable or decreasing trends are obvious after four quarters of MNA, a petition may be made to reduce or cease the monitoring program.You may submit comments to the proposed corrective action decision by mail, fax, or e-mail to the EPA Project Mananager : Ms. Catherine McGoldrick by September 15, 2016. Her contact information is provided below. EPA will respond to all relevant comments received during the comment period. If EPA determines that new information warrant a modification to the proposed remedy, EPA will modify the proposed remedy or select other alternatives based on such new information and/or public comments. EPA will announce its final remedy and explain the rationale for any changes in the Final Decision and Response to Comments (FDRTC). All persons who comment on this proposed remedy will receive a copy of the FDRTC. The FDRTC will also be posted on EPA's corrective action webpage for this facility.
The 38 acre facility is located in Athens, Bradford County, Pa, less than 5 miles from the New York state border. Land use surrounding the property is primarily residential with some small industrial properties located northwest of the facility. The facility produces pneumatic hand tools for industrial use. The production process has only changed a little since the facility started manufacturing process in 1905.
The facility consists of a 400,000 square-foot main factory building and a 7,000 square-foot storage building. There are also two large parking lots on site.
