NPDES Permit
Program - Publications
"Understanding and Accounting for Method Variability in Whole
Effluent Toxicity Applications Under the National Pollutant Discharge
Elimination System"This document was developed by an EPA work
group to address questions raised by stakeholders on the issue of
analytical variability that might be associated with WET testing and how
it related to the NPDES permit program. June 2000 (approx 200 pgs) EPA
833-R-00-003. Click here to link to
the WET web page for the full text (PDF files) of the document or ORDER FROM THE WATER RESOURCE CENTER.
"Interim Guidance For Performance-Based Reduction of NPDES Permit
Monitoring Frequencies."Interim guidance to reduce unnecessary
pollutant-specific monitoring and reporting in reissued NPDES permits with
an excellent compliance and enforcement history. Does not advocate
reductions for parameters monitored only once per quarter or for limits
below analytical level of quantification. April 1995 (25 pgs) EPA
833-B-96-001. ORDER FROM THE WATER RESOURCE
CENTER.
"NPDES Storm Water Program - Question and Answer Document,
Volume 1."Provides answers to some of the most frequently
asked questions about the Phase I industrial storm water program. March
1992. (23 pgs.) EPA 833-F-93-002. ORDER FROM
THE WATER RESOURCE CENTER.
"NPDES Storm Water Program - Question and Answer Document,
Volume 2."Provides answers to some of the most frequently
asked questions about the municipal and industrial Phase I storm water
program. Provides a brief discussion on Phase II of the storm water
program. July 1993. (27 pgs.) EPA 833-F-93-002B. ORDER FROM THE WATER RESOURCE CENTER. "
National Pollutant Discharge Elimination System Permit Application
Regulations for Storm Water Discharges; Final Rule."Regulation
which sets forth National Pollutant Discharge Elimination System (NPDES)
permit application requirements for storm water discharges associated with
industrial activity, and discharges from a municipal separate storm sewer
system serving a population of 100,000 or more. November 1990. (101 pgs.)
(55 FR 47990) EPA 833/Z-90-100, ORDER FROM
THE WATER RESOURCE CENTER. NTIS number PB94-154176.
"Final NPDES General Permits for Storm Water Discharges from
Construction Sites; Fact Sheet"This document summarizes the
technical, legal and policy considerations used in developing the NPDES
general permit for storm water discharges associated with construction
activity. September 1992. (33 pgs.) (57 FR 41176) EPA 833/Z-92-002. ORDER FROM THE WATER RESOURCE CENTER. NTIS
number PB93-227635.
"Final NPDES General Permits For Storm Water Discharges Associated
With Industrial Activity; Permit Language"These general permits
establish Notice of Intent (NOI) requirements, prohibitions, requirements
to develop and implement storm water pollution prevention plans, and
requirements to conduct site inspections for facilities with dischargers
authorized by the permit. In addition, these general permits establish
monitoring requirements for certain classes of facilities and a numeric
effluent limitation for discharges of coal pile runoff subject to the
general permits. September 1992. (45 pgs.) (57 FR 41297) EPA 833/Z-92-003.
ORDER FROM THE WATER RESOURCE CENTER.
NTIS PB94-154192.
"Final NPDES General Permits for Storm Water Discharges Associated
With Industrial Activity; Fact Sheet."This document summarizes
the technical, legal and policy considerations used in developing the
NPDES general permit for storm water discharges associated with industrial
activity (except discharges from construction activity). September 1992.
(39 pgs.) (57 FR 41236) EPA 833/Z-92-004. ORDER FROM THE WATER RESOURCE CENTER. NTIS
number PB94-154184.
Guidance and Standards for Calculating Point Source Pollutant Loads
Using the Permit Compliance SystemPCS is the primary repository
of data used to determine reductions in pollutant loads to the waters of
the United States. This effort falls under the umbrella of EPA's National
Goals Project, which has developed a series of milestones for measuring
improvements to the waters ofthe United States over the next 10 years.
Measuring point source load reductions using PCS is one way to monitor
improvements. The purpose of this guidance is to establish guidelines for
consistent coding of NPDES permits in a manner that facilitates load
reduction estimation through the use of PCS. Click here to access the Guidance and
Standards for Calculating Point Source Pollutant Loads Using the Permit
Compliance System (PCS)
