Instructions. Assess whether the municipal solid waste (MSW) landfill generates methane (CH4) equal to 25,000 metric tons of CO2e or more per year and indicate your response. You must estimate emissions by using the methodology provided at Subpart HH. - Municipal Solid Waste Landfills Section 98.343 or by using the MSW landfill calculation utility associated with this tool (see text box). 
MSW Landfill Calculation Utility
The calculation utility will assist you in assessing whether your facility is required to report under the rule. Based on the age of the landfill and either landfill capacity or quantity of waste in place, you can assess whether your facility is likely to generate more than 25,000 tons CO2e per year.
