If subject to the rule as a supplier of fossil fuels or industrial GHGs—which includes producers, importers, and exporters—you must collect data on volumes of product placed into the economy, calculate associated GHG emissions, and follow the procedures for quality assurance, missing data, recordkeeping, and reporting that are specified in 40 CFR part 98.
This Applicability tool does not address the applicability of the GHG mandatory reporting rule for suppliers (only facilities are addressed). To assist suppliers in making the assessment about applicability, EPA recommends the following resources.
