Orange and Putnam Counties: The November 6, 1991 notice indicated that the State requested time to study the boundaries and classification for these two counties and that EPA would evaluate the State study. Both counties are in the New York City CMSA. The following action was taken in the November 30, 1992 notice: o Putnam County was placed in the Poughkeepsie Nonattainment Area (Marginal). o The portions of Orange County that remain with the New York nonattainment area (classified Severe-17) are: Blooming Grove, Chester, Highlands, Monroe, Tuxedo, Warwick, and Woodbury. o The remaining portions of Orange County (16 towns and cities) are designated as attainment. See April 21, 1994 notice.
