  6. Type of fuel:
    Primary Fuel:
      • Mainly Powder River Basin coal (low sulfur) with a blend of up
to 70% by Btu of petroleum coke (pet coke). Also coal from
Canada and other US regions, if desired.

Secondary fuel: • 100% Illinois Basin coal (high sulfur content) On the basis of annual energy consumption, up to 20% by Btu biomass will be burned as supplementary fuel.
  7. Type and quantity of emission increases:
    NOx:
      • 0.07 lb/MMBtu (30-day avge) during normal operation -
excluding periods at SSM - at loads greater than or equal to 70% load
      • 0.14 lb/MMBtu ( 30-day rolling avge) during low load
operation, loads less than 70% load but greater than 50%

SO2: • 0.06 lb/MMBtu (30-day avge) during normal operation, excluding periods at SSM at loads greater than or equal to 70% load • 0.05 lb/MMBtu as an annual avge during normal operation; • 0.08 lb/MMBtu (30-day avge) during low load operation, excluding periods at SSM at loads less than 70% load but greater than 50% load • 0.10 lb/MMBtu (3-hr rolling avge) during normal operation low load operation, excluding periods at SSM at loads less than 70% load but greater than 50%

  8. Emission control technology
NOx: combustion control with overfire air + SNCR
SO2: In situ SO2 capture followed by a polishing scrubber
PM: in bed acid gas control for the condensable SO3, HCl and
fluorides, followed by a fabric filter
    CO: good combustion practices
    VOC: good combustion practices
    H2SO4: fabric filter
