US/Canada Air Quality Agreement - Permitting Information

      Great Northern Paper Millinocket Mill

  2. Location:
      Millinocket, Maine

  3. Distance from U.S./Canada border:
      60 miles and 96 km.

  4. Type and size of Facility:
      Major source modification of sulfite process pulp and paper mill. Physical changes include rebuilding Great Northern Paper's (GNP's) #11 paper machine for greater speed and heavier basis weight "supercalendar" paper; replacing a roll wrapping line with one to take a larger roll; improving drainage on #7 and #8 paper machines for 6% greater speed; and increasing pulp bleaching capacity from 278 to 380 ADT/Day.

  5. Source of Emissions:
      Most emission increases would occur because of greater fuel oil burning in the power boilers, and pulp production in the RMP and sulfite mills.

      Because emission increases would not occur at new/modified units, no new emission controls or other restrictions will apply to the plant.

  9. Date permit application received: - Don't know when Maine BAQ received a complete permit application, but Region 1 received a draft permit from Maine on 6/28/2000.

  10. Stack height and diameter: - Power boiler: 106 m. and 50.5 m.; MgO Recovery boiler: 103 m. and 2.4 m.; and Sulfite process: 65 m. and 0.76 m.
