The Peters Cartridge site is a partially abandoned manufacturing facility located at 1415 Grandin Road, Kings Mills, Ohio. The site is made up of two areas. Area A is about 15 acres located along the south valley wall of the Little Miami River. Area B is 56 acres of wooded land on the borders of Area A. Buildings at the site were constructed in 1916 as a munitions manufacturing facility. The site is occupied by several small businesses. Contaminated soil and ground water (underground water supplies) were found in Area A.

The DuPont Co. purchased the Peters Cartridge property from the Remington Arms Co. EPA considers DuPont to be legally responsible for the pollution investigations and cleanup activities at the site.

January 2015

In December 2014, EPA finalized the Remedial Design Report which outlines the specific work to be conducted at the site. It is expected that work will begin in mid to late February at the site.  EPA plans on having an informational meeting in early February to share information with the community about the upcoming cleanup work. Details of the meeting will be sent by post card mailing, website and newspaper ad.    
The informational meeting is designed to inform the public about the change in the cleanup alternative for the site. This is called “Explanation of Significant Differences” or ESD. The cleanup actions to take place will:

The Peters Cartridge Site has been finalized to the Superfund program National Priorities List (NPL).  The site was proposed to the NPL in 2003 and has been managed under another option for Superfund sites that need long-term cleanup, known as the Superfund Alternative Approach.  The National Priorities List is EPA's list of the most serious uncontrolled or abandoned hazardous waste sites identified for long-term cleanup. EPA identifies parties potentially responsible for the contamination. For sites without a viable responsible party, EPA investigates the full extent of the contamination before starting any significant cleanup. When a site is added to the NPL it is eligible for financial resources to fully characterize the extent of the contamination and develop a cleanup plan.  

How a site is listed

EPA uses a mechanism called the Hazard Ranking System to place hazardous waste sites on the NPL.  This is a scoring tool using initial and limited investigations to assess the potential that the site poses a threat to human health and the environment. Scores are based on the potential of hazardous substances spreading from the site and on other factors such as density and how close the contamination is to people .

July 2012

EPA began the remedial design and remedial action (RD/RA) negotiation process with the potentially responsible parties in 2010. The RD/RA designs and starts construction of site cleanup. Potentially responsible parties is the term EPA uses for persons or businesses who may be responsible for causing the contamination. The negotiations ended in October 2011 without a signed consent decree. The consent decree is the legal agreement reached between EPA and the potentially responsible parties.

EPA can order the potentially responsible parties to perform cleanup work if the parties do not sign the consent decree. Using an order known as a Unilateral Administrative Order (UAO), EPA can require potentially responsible parties to perform cleanup work. The UAO for the remedial design and remedial action was issued on March 30, 2012. The DuPont Co., who EPA considers responsible for the cleanup activities, started the design process on April 29, 2012.. EPA has started the process to place the site on the National Priorities list, which is a list of uncontrolled or abandoned hazardous waste sites identified for long-term cleanup action.

February 2012

Negotiations are ongoing and EPA is working on an agreement for DuPont to do the cleanup work. EPA expects that construction for site cleanup will start in June 2012.

October 2009

The Record of Decision which explains the cleanup option selected for the Peters Cartridge facility site was issued on September 28, 2009. The cleanup option selected for the site is excavation and on-site consolidation of contaminated soils with "institutional controls" such as zoning and use restrictions, soil management plans, restrictive agreements, public notices and posted signs.

The ROD was issued after completing the remedial investigation and feasibility study, a study of the nature and extent of contamination and potential cleanup options and getting public input to the proposed cleanup plan for the site.
