The Lake Calumet Cluster site (LCCS) is a group of several land and waste storage/disposal facilities located in southeastern Chicago, Cook County, Illinois. The site is approximately 87 acres in size and is bordered by the Paxton I Landfill to the north, Land-and-Lakes #3 Landfill to the west, the Norfolk and Western Railroad right-of-way to the east, and 122nd Street to the south. September 2013

On June 3, 2013, the PRP Group (responsible for the contamination at the Site) signed an Administrative Order on Consent (AOC) for OU2 with U.S. EPA. The AOC requires the PRPs to conduct a Remedial Investigation/Feasibility Study (RI/FS) for the groundwater OU2. Under the RI/FS, the PRPs are required to investigate the nature and extent of groundwater contamination at the Site and to evaluate remedial technologies that would clean up the groundwater contamination. The PRPs submitted a RI/FS Work Plan in June 2013. EPA will be sending the PRPs comments on this Work Plan in October 2013. Once EPA and Illinois EPA comments are satisfactorily addressed, EPA will approve the Work Plan. According to the groundwater OU2 AOC, EPA will obtain access for the PRPs to the Lake Calumet property. EPA is currently identifying the owners of the Lake Calumet property. Once this is finished, EPA will send the owners letters requesting access to do the groundwater investigation. EPA can’t start any field work until they get access to the property. Anticipated field work to start in early Spring 2014.

In regard to the landfill OU1, EPA will begin drafting Remedial Design/Remedial Action (RD/RA) Consent Decree (CD) once the RI/FS for the groundwater OU2 RI/FS is near completion. The RD/RA CD will require the PRPs to finish the construction of the landfill cap. However, the groundwater investigation is being done first so that if groundwater cleanup is required, the groundwater remedy can be built with the landfill cap in mind. It typically takes 1/ ½ years to finish an RI/FS expected landfill cap construction to begin until late 2015 to early 2016.
