The site is located from 12000 to 12054 South Peoria Street and from 901 to 935 West 120th Street in Cook County, Illinois. The site covers 5.2 acres in a former industrial area and was a lead and lead-based paint manufacturing facility, which operated from 1894 to 1980. The site is bounded on the north by West 120th Street, on the east by South Peoria Street, on the south by Illinois Central Gulf Railroad tracks, and on the west by a solar energy facility. A number of site assessments and removal actions have been conducted by the City, IEPA, U.S. EPA, and by the National Lead Company (the former site owner) based on identified site conditions including lead contamination, asbestos containing material, underground storage tanks, and surface debris. Work started During the 1990’s and completed in 2010.

Ultimately, a Unilateral Removal Order was issued by the U.S. EPA requiring the removal of USTs, surface debris, and soils in unpaved portions of the site having lead concentrations above 1,400 milligrams (mg) per kilograms (kg) lead. Several removal actions were completed, however the City of Chicago identified total lead in excess of 1,400 mg/kg and TCLP lead concentrations exceeding Hazardous waste criteria. The City of Chicago entered a consent decree with USEPA to address activities it completed to remove unsafe structures and address minimize future exposure to remaining hazardous waste lead remaining at depth beneath concrete slabs or engineered soil barriers. The site is effectively covered and secured until a future development opportunity is identified. At such time, any remaining hazard waste will be removed but the site is currently available for sustainable energy production with minimal work required to maintain site barriers.
