Waste Site Cleanup & Reuse in New England
Athol Rod and Gun Club
At the request of the Mass. Dept. of Environmental Protection, EPA investigated the former home of the Athol Rod and Gun Club. EPA took surface soil samples and reviewed earlier soil sampling data. EPA found high levels of antimony, arsenic, lead, and polycyclic aromatic hydrocarbons in surface soils. After consulting with the U.S. Agency for Toxic Substances and Disease Registry, EPA determined the contamination posed a public health threat to local residents and anyone who entered the property.
The site was not fenced and there was evidence people were entering the property. EPA found fishing equipment, off-road vehicle tracks, litter, and beverage containers. The site, which includes 26 acres on two parcels, is bordered by the Tully River on two sides and residential properties and undeveloped land on the other two sides. The Athol Rod and Gun Club closed about 10 years before this investigation. The site, with a clubhouse, a pond and an outdoor shooting range, had been not been used since. Based on the location of the shooting range and the soil contamination, activity in the shooting range most likely caused the soil contamination.
In cleaning the site, EPA's contractor installed a silt fence to minimize the impact of erosion on the river. Trees and brush were cleared from areas where soil would be excavated. Contractors began removing contaminated soil Dec. 2, 2010. Site operations stopped due to winter weather until April 2011, when excavated soil was treated adequately to meet soil requirements and was sent off site beginning in May. The removal of contaminated soil was completed in December 2011 with 273 truckloads of treated soil weighing about 8,200 tons have been shipped off site. Subsequently the Town of Athol took action to control erosion on the excavated areas and to address other response related site damage. EPA and Town representatives met at the site on December 26, 2012, and confirmed that all necessary work had been completed.
