Verify Information System Account Setup

This web page provides information for engine and vehicle manufacturers seeking to electronically submit emissions and fuel economy information to EPA's Verify information system via EPA's Central Data Exchange (CDX). See the basic information page and the questions and answers page for more information on the Verify information system and CDX.

The procedures on this page assume that a manufacturer has an EPA manufacturer code and that the code has been registered in the Verify information system. If you have not completed both of these steps please see the manufacturer code information to complete that process before engaging in any of the procedures below.

EPA must collect the information described here to ensure compliance with the Cross-Media Electronic Reporting Rule (CROMERR). This rule, finalized in October 2005, establishes provisions, procedures, and standards for electronically reporting various types of information to EPA. Further information on CROMERR can be found at www.epa.gov/CROMERR. OTAQ’s Compliance Division (CD) has had a CROMERR process in place to collect engine and vehicle information since 2008, but the processes and documents that are required are being updated.

Process and Required Documents

EPA's Compliance Division (CD) must hold hard copy (wet ink signed) forms of the following documents before a manufacturer's Verify user accounts can be created or activated. These documents MUST be mailed to the address below. EPA cannot accept these documents via email.

Document Name Definition
Verify CROMERR Company Authorizing Official (CAO) Sponsor Letter A letter that identifies the Verify CAO(s) and is signed by a senior manager on company letterhead. A CAO cannot sponsor themselves. This letter must be signed by another Senior Manager within the company, not the person to be designated as the CAO. This letter is only used to identify Company Authorizing Officials (CAOs). It is not to be used to identify Verify Submitters or CROMERR Signers. CAO(s) must use the Verify CROMERR User Sponsor Letter to identify Verify Submitters or CROMERR Signers.
Verify Company Authorizing Official (CAO) Electronic Signature Agreement (ESA) Identifies the CAO and requires that the CAO sign and attest to the Rules of Behavior for using EPA’s Verify system.
This ESA must be wet ink signed by the CAO as well as by a company’s senior manager as an official witness (such as a vice president or Director of Human Resources).
Verify CROMERR User Sponsor Letter A letter that identifies the Verify submitters and CROMERR signers that is signed by the CAO on company letterhead. This letter is to be used by CAO(s) to identify Verify Submitters or CROMERR Signers.
Verify CROMERR Signer Electronic Signature Agreement (ESA) Identifies the CROMERR Signer and requires that the CROMERR Signer sign and attest to the Rules of Behavior for using EPA’s Verify system.
This ESA must be wet ink signed by the CROMERR signer.
Verify User Registration Information Identifies a company’s manufacturer code, Verify user contact information (includes CAO, CROMERR Signer and Verify Submitters) and user roles.

 

Establishing the Company Authorizing Official for Your Company

To establish your CAO company must do the following:

  1. Have a Senior Manager identify the CAO(s) through a signed Verify CROMERR Company Authorizing Official (CAO) Sponsor Letter. A CAO cannot sponsor themselves. This letter must be signed by another Senior Manager within the company, not the person to be designated as the CAO. For companies with only one employee, the CAO sponsor letter can be notarized in lieu of this requirement.
  2. Have the CAO(s) complete the Verify Company Authorizing Official (CAO) Electronic Signature Agreement (ESA).
  3. Have the CAO complete the Verify User Registration Information spreadsheet with the “Company Authorizing Official (CAO)” role selected.
  4. Mail the signed Verify CROMERR Company Authorizing Official (CAO) Sponsor Letter, Verify Company Authorizing Official (CAO) Electronic Signature Agreement (ESA) and the Verify User Registration Information spreadsheet to the Verify Team. Electronic files and telephone facsimiles will not be accepted. The document should be sent to the address below.

Establishing the Verify Submitters for Your Company

EPA will no longer require ESA’s for individual submitters, only the Verify User Registration Information Spreadsheet.

To establish Verify Submitters a company must do the following:

  1. Have a CAO identify the Verify submitters through the Verify CROMERR User Sponsor Letter
  2. Have a CAO complete the Verify User Registration Information spreadsheet with the appropriate roles selected.
  3. Mail the signed Verify CROMERR User Sponsor Letter and the Verify User Registration Information spreadsheet to the Verify Team. Electronic files and telephone facsimiles will not be accepted. The letter should be sent to the address below.

Establishing the Verify CROMERR Signers for Your Company

The CROMERR Signer role is needed to request certificates of conformity.

To establish Verify CROMERR Signers a company must do the following:

  1. Have a CAO identify the Verify CROMERR Signers through the Verify CROMERR User Sponsor Letter
  2. Have the CROMERR Signers complete the Verify CROMERR Signer Electronic Signature Agreement (ESA)
  3. Have a CAO complete the Verify User Registration Information spreadsheet with the “CROMERR Signer” role selected
  4. Mail the signed Verify CROMERR User Sponsor Letter, Verify CROMERR Signer Electronic Signature Agreement (ESA) and the Verify User Registration Information spreadsheet to the Verify Team. Electronic files and telephone facsimiles will not be accepted. The documents should be sent to the address below.

User CDX Account Setup

After CD receives, evaluates, and approves the documents listed above, CD will forward the approved submitter contact information to the CDX Help Desk where the user account information will be created. After entry, the Help Desk will then send each approved individual user a confirmation e-mail message, which will include a URL for registration completion and instructions telling the user to call the CDX Help Desk to complete the registration process.

Once the user calls the Help Desk, the Help Desk will call the user back at the phone number specified in the user information spreadsheet to authenticate the caller's legitimacy. At that time, the Help Desk will provide each user with a unique customer retrieval key (CRK), which is needed to complete the last step of the registration process.

In the final steps each user will go to the CDX web site located at the URL provided in the confirmation e-mail and enter the CRK in addition to other account information. Once the user registration process is complete, users will be logged in and may then immediately begin using the Verify information system.
