National Academy of Sciences Study
| Congress has requested the National Research
Council, of the National Academy of Sciences (NAS) to conduct a study
on possible adverse impacts from sediment dredging. EPA was
directed to have the NAS "conduct a review which evaluates the
availability, effectiveness, costs, and effects of technologies for
the remediation of sediments contaminated with polychlorinated biphenyls,
including dredging and disposal."
NAS publicly announced the membership of the committee on April 16, 1999. The project title is Assessment of Risks from Remediation of PCB-Contaminated Sediments. The first committee meeting took place June 7 - 8, 1999, in Washington, D.C. During the public portion of the meeting, the afternoon of June 7th, EPA was allotted time to express its vision of the study. Presentations were also made by Rep. Sweeney's office (R-NY, 22nd District) and industry and public interest groups. A second meeting of the committee was held September 27 - 29, 1999, in Green Bay, Wisconsin. During that meeting, an emphasis was placed on providing the panel with information on the Fox River. Panel members first went on a site tour, and later a public session was held to allow environmental groups, the potentially responsible parties, and the general public to make presentations to the panel. The next day consisted of a half day public session with several of the government agencies involved making presentations to the panel, as well as an opportunity for public statements. The panel then held a closed session for the remainder of the meeting. A third meeting was held in Albany on November 8 - 9, 1999, to discuss the Hudson River. An open meeting took place on November 8th, from 1:00 pm to 9:30 pm at the Desmond Hotel. Various presenters from government, industry, environmental and citizens groups presented to the panel. The panel then held a closed session for the remainder of the meeting. A fourth meeting was held in February 2000. That meeting had no public participation.
