Proposed Revisions to Green Power Partnership Program Requirements

Since the Green Power Partnership was established, EPA has continually reviewed and updated program requirements in order to enhance program credibility, support best practices, strengthen program integrity, and increase program cost-effectiveness.

After careful consideration and conversations with Partnership stakeholders, EPA proposes five program requirement changes:

  1. Minimum Purchase Levels and Green Power Leadership Club: Minimum purchase requirements will increase for all four annual electricity usage categories. The purchase levels for automatic membership in the Green Power Leadership Club (GPLC) will increase along with minimum purchase levels.
  2. Requirement for "New Renewables": Current requirements mandate that Partners purchase 100% of their minimum purchase requirement from new renewables; Partners may count any purchase of "existing" renewable energy toward their total purchase amount recognized by the program. The proposed requirement will change the definition of eligible green power so that only new renewables are recognized by the Partnership.
  3. Accounting for Future RECs: Currently, the Partnership allows a Partner purchasing future RECs to count the entire stream of future RECs towards the Partner's current-year purchase. Under the proposed requirement, future RECs will only qualify for the Partnership for the years when they are currently-generated RECs.
  4. Scope of Purchase and Green Power Claims: Whereas current requirements do not address franchised or co-branded facilities, or claims for leased spaces, proposed requirements will mandate (1) that the Partner publicly disclose purchase scope if franchised or co-branded facilities exist, and (2) that only the party purchasing green power may make environmental claims.
  5. Window for Making an Initial Green Power Purchase: Currently, organizations have one full year from the date they join the Partnership to make an initial qualifying green power purchase. The Partnership proposes to shorten that window to six months. This will impact only new incoming Partners.

These changes are proposed to take effect on February 13, 2009 for all new, incoming Partners.

All current Partners must meet the revised requirements no later than their next schedule annual update on or after February 13, 2009. GPP account managers can verify each Partner's next scheduled update.

Updated and Expanded Top Partner Lists

In October EPA expanded many of its popular Top Partner lists to more fully capture the market-leading environmental performance of GPP participants. The lists continue to gain the attention of media and stakeholders. The Top Lists now include the National Top 50; Top 20 College and University; Top 20 Local Government; and Top 20 Retail lists. View the latest rankings on these and other Top Partner Lists on the GPP Web site.

The Top Partner Lists will be updated again at the end of January. Please remember to submit your updated green power purchase information to EPA by January 6, 2009, in order to have your organization reflected on the next update!

On December 3, Climate Leaders and the Green Power Partnership hosted a joint Webinar on 2009 communications opportunities for Partners in either program. Deb Berlin of Climate Leaders and Blaine Collison described their programs and the communications services available to all Partners.

The remainder of the Webinar focused on the first joint advertising opportunity between Climate Leaders and the Green Power Partnership program. Climate Leaders and Green Power partners have the option to work through five external media outlets to be a part of a co-branded paid advertising supplement. These vehicles include The Economist, Forbes, National Geographic, Environmental Leader.com, and ClimateBiz.com.

Call for Nominations—U.S. EPA Climate Protection Award Deadline: December 31st

EPA invites nominations for the Climate Protection Awards. This award program was established in 1998 to recognize exceptional leadership, outstanding innovation, personal dedication, and technical achievements to protect the Earth's climate. So far, EPA has recognized 154 Climate Protection Awardindividuals, organizations, and companies from 18 countries.

Green Power Partners are encouraged to self-nominate and green power providers can nominate clients. Nominations are due December 31st. The awards will be presented this spring at the Kennedy Center in Washington, D.C. Please submit nomination forms to Kristen Taddonio at Taddonio.Kristen@epa.gov. Sector Spotlight: EPA Congratulates Media, Print & Publishing Industry for Most New Partners in 2008

As of December 5, 44 organizations in the Media, Print & Publishing sector have joined the Green Power Partnership in 2008. This accounts for 15 percent of new Partners in 2008 and is by far the largest number of new Partners in any sector. In fact, when sectors are ranked by the number of new Partners in 2008, the Media, Print & Publishing industry has more new Partners than the second and third largest sectors combined (25 new Travel & Leisure Partners and 17 new Local Government Partners, respectively).

Together, the 83 total Partners in the Media, Print, & Publishing sector are purchasing more than 133 million kilowatt-hours of green power annually. This is equivalent to avoiding the carbon dioxide (CO2) emissions of more than 17,000 passenger vehicles per year, or is the equivalent amount of electricity needed to power nearly 13,000 U.S. homes annually. These 83 Media, Print, & Publishing Partners are located in 23 different states, spanning from Maine to California.

EPA congratulates its Partners in the Media, Print & Publishing sector for leading the way in number of participating organizations in 2008 and demonstrating the positive environmental impact that any given industry can make.

EPA Webinar on the Regional Greenhouse Gas Initiative (RGGI) Informs Providers about Voluntary Renewable Energy Set-Asides

On October 23 EPA hosted a Webinar on the Regional Greenhouse Gas Initiative (RGGI) and its relationship to the green power market. RGGI is the first mandatory, market-based effort in the U.S. to reduce greenhouse gas emissions. Ten states will cap and then reduce CO2 emissions from the power sector 10 percent by 2018: CT, DE, ME, MA, MD, NH, NJ, NY, RI, and VT. DC and PA are observers.

The Webinar focused on how green power retailers can retire allowances through the voluntary renewable energy set-aside (VRE) in many of the states participating in RGGI. Retiring allowances will motivate more green power purchases and strengthen provider claims of emission reductions under a cap and trade system. The available Webinar materials detail VRE rules in each state. These materials will inform providers of the deadlines and procedures necessary to apply for allowance retirements. Providers are encouraged to begin tracking these deadlines and procedures now to ensure compliance.

ENERGY STAR and Other Climate Protection Partnerships—2007 Annual Report

EPA has released the 2007 ENERGY STAR and Other Climate Protection Partnerships Annual Report. The report outlines the environmental and economic accomplishments of EPA's climate protection programs, including the Green Power Partnership, in 2007 and outlines goals for the future. Highlights from the report include:

  • Through 2007, partners of EPA's Green Power Partnership and Combined Heat and Power (CHP) Partnership purchased more than 11 billion kilowatt-hours of green power and have installed more than 4,450 megawatts of new CHP capacity.
  • Climate Leaders grew nearly 50 percent in 2007 to more than 150 partners, seven of whom have achieved in 2007 their aggressive greenhouse gas reduction targets set through the program.
  • EPA's partners avoided emissions of methane and other potent greenhouse gases equivalent to those from more than 20 million vehicles and helped to keep U.S. emissions of these gases significantly below 1990 levels.

New Partnership Staff: Allison Dennis

The Partnership would like to extend a warm welcome to Allison Dennis, who will be taking over communications duties from James Critchfield. James is transitioning to a new position within EPA focusing on analyzing clean distributed energy technologies. Allison will be in charge of overall communications for the Partnership, as well as the program Web site and a variety of other tasks.
