Handbook of Groundwater Protection and Cleanup Policies for RCRA Corrective Action (April 2004 - Updated Version*)

You will need Adobe Reader to view some of the files on this page. See EPA's PDF page to learn more.

A user-friendly, comprehensive publication to help you find and understand numerous policies concerning groundwater protection and cleanup.

The Handbook of Groundwater Protection contains the Environmental Protection Agency's (EPA's) latest interpretation of policies on such topics as cleanup goals, the role of groundwater use, point of compliance, source control, and monitored natural attenuation. This Handbook ties 15 different topics together with an overall Groundwater Protection and Cleanup Strategy that emphasizes a phased, results-based approach to cleaning up contaminated groundwater.

Although the Handbook focuses on RCRA Corrective Action, we believe the plain language of the policy descriptions, and the Internet links to more detailed resources make it an invaluable resource for anyone involved with groundwater protection and cleanup issues. Provided below are links to PDF files for: a two-page fact sheet summarizing the Handbook; the October 12, 2001 signed cover memo; the April 2004 updated version of the Handbook; and the October 17, 2001 Federal Register Notice (66 FR 52762-52763).

We welcome comments on this Handbook at any time, and will consider those comments in future revisions. Address written requests for information or your written comments: RCRA Docket (rcra-docket@epa.gov) or EPA West, 1301 Constitution Avenue, NW, Room 3334, Washington, DC 20460.

*As described in the Introduction section, EPA intends to keep this Handbook current. This document is an update to the original version dated September 2001. This most recent revision provides: (1) an update to Section 15.0 - Completing Groundwater Remedies - in order to ensure that this Handbook is consistent with new guidance on completing corrective action at RCRA facilities (PDF) (8 pp, 72K), and (2) updated internal navigational and external Internet links to ensure that resources and cited references are available to the reader. While this most recent version of the Handbook is dated April 2004, the date provided at the beginning of each policy section reflects the last time EPA made any substantive changes (i.e., beyond updating web links).
