Incentive Size and Funding SourceThe NH-CDFA launched a revolving loan program to encourage the state?s municipal governments to invest in energy efficiency and alternative energy. The program budget is $1.5 million and loans range from $5,000 to $400,000. The terms of the loan vary by project type and loan duration, but typically are structured so that payments are made with money yielded by energy savings. The loan term ranges from 3 to 10 years, with interest rates between 2.5% and 4%. This program is supported by New Hampshire's Greenhouse Gas Emissions Reduction Fund, which receives revenue from carbon dioxide auctions held under the Regional Greenhouse Gas Initiative (RGGI), of which New Hampshire is a member.
