Incentive Size and Funding SourceThe program provides eligible borrowers with loans of $40,000-$500,000 to identify and install energy conservation improvements. Borrowers can then use the cost savings of added improvements to repay the loans. In fiscal year 2014 (July 1, 2013-June 30, 2014), $1.75 million is available. All costs necessary for implementing an energy conservation project can be considered for funding, including the technical assessment, reasonable fees for special services, plans and specifications, and the actual costs of the conservation measures. The interest rate for all Lawton Loans made during fiscal year 2014 will be 2.5%.

Other Selected Eligibility CriteriaProjects applying for funding through Lawton Loans should significantly improve the energy efficiency of the structure and have a simple payback of 10 years or less. The Maryland Energy Administration would consider a CHP project if it meets the efficiency and payback requirements.

Other Incentive DetailsApplications from local governments and businesses are considered together, with energy savings as the key differentiating feature. From Sept. 3, 2013-June 30, 2014, all available funds are pooled and loaned to eligible organizations on a first-come, first-served basis.
