Incentive Size and Funding SourceWestern Riverside Council of Governments (WRCOG) is offering business owners in WRCOG participating jurisdictions an opportunity to finance projects for their commercial properties. The HERO Commercial Program is a Property Assessed Clean Energy (PACE) financing program that specializes in funding small to mid-size commercial energy and water efficiency products as well as renewable energy systems. HERO offers a special tax assessment on the property and eliminates the barriers of high upfront costs.

Eligible products can be financed for up to 20 years at a fixed rate, depending on the useful life of the eligible product. The minimum financing amount is $5,000, while the maximum financing available is 15% of the property's value. WRCOG Executive Committee approval is required for any project costs over $1,000,000.

Other Selected Eligibility CriteriaSystems that use fuel cells capable of producing electrical power through electro-chemical means, including but not limited to Micro-CHP systems with ancillary equipment to produce and distribute power created from the system are listed on the eligible products list for renewable energy.

Other Incentive DetailsCHP systems also may qualify under the Custom Products process. This process allows WRCOG staff to evaluate and fund projects that are not "off the shelf" eligible products listed under energy efficiency, renewable energy or water conservation/efficiency. These custom projects may involve large-scale industrial or commercial energy efficiency improvement projects, such as process or industrial mechanical systems, renewable energy sources and energy generation, other than the solar system (photovoltaic), such as geothermal, and potentially fuel cells, as well as more complex and cutting edge energy management solutions and emerging technologies. Custom Products will be evaluated and provided funding, if appropriate, for these innovative projects. Energy Generation Custom Eligible Products include:
  • Fuel cells.
  • Natural gas.
  • Hydrogen fuel.
  • Other fuel sources (emerging technologies).
  • Co-generation (heat and energy).
